Ukraine said it has been forced to put electricity restrictions in place across the country amid Russian attacks on its energy infrastructure. According to Ukraine, Russian attacks on the country have also interrupted another essential utility. Meanwhile, pro-Russian separatist leader Denis Pushilin said Moscow and Kyiv will each hand over 107 captured fighters. A Russian-installed official in Kherson says Russia’s armed forces will likely quit the western bank of the Dnipro river.
Ukraine claims its Zaporizhzhia nuclear power plant has been disconnected from the power grid again. Ukraine’s state energy firm claims that Russia wants to connect the nuclear plant with its electrical grid. Putin ally Nikolai Patrushev said Russia had prevented a Ukrainian attack on the Zaporizhzhia nuclear power plant. Patrushev said that Russian special services had prevented what he said was a “terrorist attack” on the plant. The Swiss Federal Council said it “adopted an action plan to mitigate the impact of the coming winter on the people of Ukraine”. Zelensky has said that Ukraine will not be a part of the G20 summit in Indonesia if Russia attends it. Seven ships carrying food left Ukrainian ports following the revival of the Black Sea deal, according to Ukrainian officials. Russia summoned the UK ambassador and warned of “dangerous consequences” for allegedly helping Kyiv attack the Black Sea fleet.
