The US, EU, UK and other countries have sanctioned more than 1,000 Russian individuals, political institutions and businesses since the start of Russia’s invasion of Ukraine. These include wealthy business leaders – the so-called oligarchs – considered close to the Kremlin. The Western sanctions on Russia were predicted to inflict unbearable pain on Putin’s government. More than four months into the war, the story hasn’t quite followed the West’s script. The EU’s dependence on Russian energy, among other things, has prevented that from happening so far.
